Ok, a few things here. In no particular order:
I appreciate the philosophical impossibility of proving a negative, but at the end of they these guys are going uphill and smashing times set by Pantani, Armstrong, etc.
- First, it's important to point out the UCI doesn't want doping positives. It's bad for business. They want the appearance of clean sport. Huge difference.
- WADA in turn relies on laboratories that are run and accredited by local governments
- The clean members of the peloton can't lob accusations without proof - defamation is illegal in most of Europe, and won't make their team owners happy. Adios contract renewal.
- The biological passport has more holes than a siv. Microdosing, swapped samples, novel masking agents, not to mention good old fashioned "bribe the tester/testing authority". This is pretty thoroughly documented if you look at the literature. I'm not even starting with how WADA relies on the countries individual anti doping agents, or the misuse/abuse of Therapudic Use Exemptions.
- Yes, athletes are doping younger, look no further than high school athletics (I think the number is 1 in 5 ) in this country, where there is very little financial gain, ie the risk/reward situation is terrible.
- As to early doping, that's one of the huge loopholes; early doping can confer lifelong advantages, yet there is no way to test and no agreed upon appropriate consequence even if there was a test
- Ross Tucker does talk pretty frequently on his podcast about doping, only in the sense that it's absolutely rampant in running, and when it comes to cycling he sort of shrugs and says "of course, but what so what? I spent ten years talking about it and nothing changed, I have nothing new to say, beyond reporting on recent novel excuses for 'contaminated' supplements"
- I haven't mentioned that UCI and WADA have separate anti-doping organizations, which can lead to problems
