USADA Testing Agreement Finalized: NYSBRA has contracted directly with USADA to have random anti-doping testing at NY races.  As stated on your USAC license agreement and all race waivers, all racers consent to anti-doping controls.  With NYSBRA’s agreement with USADA, racers can expect to see anti-doping controls and could be tested at any event through the end of the season.  NYSBRA is dedicated to clean racing and will transition to the USA Cycling anti-doping program as soon as it is finalized.Donate to the NYSBRA Anti-Doping intiative: Our anti-doping program is funded by NYSBRA and by donations from clubs and individuals.  Our goal is to have all NY clubs contribute to the fund based on what they can afford.  For how to donate and to see a list of donors, see http://www.nysbra.com/about/anti-doping/.

If you're taking any medication,check whether or not the drug is banned, and if so what the limitations are (banned completely, banned for competition, banned over certain quantities).  If any of these apply, either find a way to get a Therapeutic Use Exemption (TUE) or please stop taking the medication before racing.

Regarding punishments when caught, is there a fine levied against the racer?  NYSBRA is looking for donations, and these tests are very expensive.  If there's no fine yet, would it be practical to see something like $10k levied against someone, with the option to receive a lower fine or none based on review by a board, due to medication or type of drug?  Then the cyclist could help fund further tests.  Or does that take it to a level beyond amateur sports (even though taking EPO already does).
punishments follow the WADA code.

Basic penalty is two years out of competitive sports that signed on to the WADA charter.  It can be reduced for a variety of reasons, but one needs to first have the B sample tested, get the sanction and then appeal.  If multiple violations can be proved, it can be increased as well.
Great!  I'm all for this (although it still makes me laugh that we're doing this at our level).  I assume this would mostly apply to those that podium?   I agree with @Bruce.  Those caught should help fund the tests in some way.

Results from a year of testing in Florida are 2 positives out of 26 tests.
Everything is handled by usada - choice of events, choice of competitors, collection and handling of samples, levying of penalties. They are negotiating similar arrangements with other states. And yes, the tests are expensive, like $500-1000 each.

Important question: will they be testing for whoop-ass? I have a couple of cans of it I've been cultivating and was hoping to use at some point this season, haha ;-)
