Wash it.  After each workout.  Unsnap the monitor and wipe it down with a sponge.  Clear the metal prongs on the strap and the monitor.  Use a pencil eraser to remove any buildup on the metal.
My routine when I'm done with my workout is to throw my clothes into the sink, and, with the water running, rinse my glasses and my HRM strap.  Every time.
Try not to submerge it - there are electrical connectors.

In theory, with the strap, you should be able to wipe it down with vinegar to cut the smell.  I pour that into the sink in the summer when washing my kit.  Try a test piece first.

For my helmet straps, I bring the helmet into the shower with me after a ride, wash the pads and the strap, move the plastic parts and wash beneath them.  After my shower, I wipe them down with hand lotion; hopefully something with cucumber or apricot.  Yes I do.  My helmet smells great.  
Garmin instructions say that the HRM strap is machine-washable, and recommends doing so after every seventh use. So I wash it once a week with the rest of my laundry. 

I'll try vinegar. If that doesn't work, I may just have to live with a stinky strap. I don't care enough to take the time to wash it after each workout. 
I just wear my strap into the shower, soap it up and hang to dry.  Been doing that for nearly 4 years without issue.

Good idea, @David Yang. Hit-me-over-the-head obvious. My strap is slightly different--more elastic fabric. Probably not a big deal to wear it in the shower, if Garmin says you can throw it in the machine washer....

i use the same strap as yang. i've never machine washed it and it's never smelled bad enough to be an issue.  i rinse it, no soap, after most rides.  it's almost 2 years old now.  i am a sweaty person. 
If it is already stinky, destinkify with vinegar or whatever first because no matter how much soap you use the bacteria stink can't be washed out.  See also Whitey's stinky gloves situation from last year.

i've been fighting the stink with heat.  bought a boot/glove dryer.  cutting down on HandStink in my water/windproof gloves that never dry because no air gets through them
I considered buying a boot/glove dryer after a few really gnarly cyclocross races, but my pre-war building's radiator is realllly toasty. Has it worked for you?

Jokes aside, I'll try vinegar on the HRM strap and share my results here. 
machine is pwn but would be pointless if i wasn't commuting daily. in our building we also don't control the radiator so it's not always on enough to really dry the gloves/boots before morn after pm commute. 

some shoes say not to apply heat, it can damage the shoe (according to the manual that came with mah shoez, ymmv). the boot dryer machine only goes up to like 105 or something, not as high as a radiator, less likely to melt my plastic soles by accident. it also has air-only non-heat option
if the strap is in suck mode, eventually you'll simply need a new one. Eventually, I got a Wahoo ANT/Bluetooth that is far superior to the garmin.

I haven't tried on any of the bib shorts made in the last 2 years.  Is the sizing the same?
The razor carbon bins have ZERO stretch in the thigh openings.
^can confirm - I made the mistake of ordering XS and can only wear them when feeling especially svelte, as to avoid looking like the michelin man

Some differences between bibs:

"Bib short uses elastic grippers, Performance Pro Bib Shorts uses silicone injected grippers, razor uses silicone injected grippers and flatlock stitching and additional panels for better contour, razor carbon is the same as the razor with added compression in the gripper panel."

Difference between Gran Fondo vs. Veloce chamois:

     Don't like the height.  Tall socks are for people 6' and over, with Froome-like legs.
     The Aspire 4 height seems like a compromise length that works in all weather.
