I urge everyone to buy a used TT bike. The resale on these things are shit, and you really don't know how much you'll use it until you've murdered yourself on one for a season.

It sounds like my kinda of race  I love suffering... Why I don't know, I guess because while I'm suffering... "...it doesn't hurt..."

Looking around and reading a review it seems the Argon 18 E117 would be the better choice for a beginner TT, since the position is less aggressive, and this can be continuously adjusted as one gets more and more comfortable with the setup. They even have on offered with Di2.  Too bad no HED wheels of the E118:

I can't find it but @mugwump probably remembers where it is - there is a chart that makes it really easy to decide where to spend your aero dollars.

TLDR; it ain't the frame. Wheels, skinsuit, helmet, shoe covers & socks. Get a shitty aluminum frame and spend your money where the speed is... 

Agreed. Today I posted my second fastest time (11 seconds slower) on the LI TT on a Fixed SingleSpeed Steel Surly. I did have the disc wheel and tri-spoke mounted. Figure if I am not going to use them at the track this year might as well use them for the TT. But goes to show you my aero road frame carbon, rims, etc... wasn't that much better. I rode in my skin suit, aero gloves, wind shoe covers, and semi-aero helmet with integrated visor. I did remove the bottle cage, forget to tape the valve covers, go figure.

That being said, I would like to say that having a nice bike is always nice. I'm at a point in my life that riding a $700, and a $5000 bike, I'd take the $5000. If I have the means I enjoy riding and racing those machines... And appreciate them very much.

If a pretty bike (or bling piece of kit) gets you to ride 5 more hours a month it's almost always worth it

(In a non-covid world I'd say save every penny and spend it at the wind tunnel)
