According to some riders, attacks didn't go up the Joux Plane because wheels were slipping on the steep gradient due to the weather.

I am reluctant to suggest salary caps, since it would artificially suppress the earnings of riders who have short careers. It would not necessarily level the playing field at all.
Maybe the UCI should require that if a team had a budget over a certain amount they had to run both a men's and women's team, like Orica Bike Exchange. I know that wouldn't fly in places like Spain but could bring some cash infusion into the women's racing realm. I would like to see a Sky women's team, especially since it is an extension of British Cycling.

To fix the Tour I think the other teams need to stop racing like absolute pussies. If you never take a chance to try win, you will never win. And yes, there is a risk that you might lose your podium place if you shoot for the W. That is cycling.
All this chat about changing the race is really just covering up how totally and utterly terrible Movistar were this race, and to a lesser extent BMC and the other teams. This crap about Froome never being isolated is absolute BS. It can and has been done. Last year he was all on his own and Movistar had 5 guys or whatever in the front group with just him and none of his team mates (the stage I am referring to is the one where Porte went from second on GC to 15th or something after missing the split and trying to chase). In 2013 Contador put a minute and a half into Froome when his team nailed the cross winds and ripped off the front 40 km from the finish or whatever (I think stage 13?). Movistar totally lacked any imagination this year. They could have attacked on any rolling stage, windy stage or even just fucked shit up on a flat stage. They did absolutely nothing for 3 weeks. Also, they just won't quit this two-leader crap with Quintana/Valverde. If Valverde was really not racing for himself he would have sat up in both TTs to save energy. Or, put more effort into getting into breaks/dangerous moves to make Sky topple of balance. They did nothing.
And let's be real. Even on his own in this race Froome would have won. He is the best climber and best TT racer out of all the GC guys.

There were some moves and attacks that did shake the results in the last week, like Romain Bardet's, but Sky allowed it as he was no real threat. And that generally makes the race boring.

Incidents like today lead me to want to turn off the TV and not watch road cycling for a while. What happened to the beauty of our sport? Neither the carnage of crashes, the brutality of sprinters fighting for position nor the ham handed actions of the UCI make me feel good about the sport.
I may end up feeling differently about this in days to come. It takes balls for the UCI to DQ a wildly popular and money making rider like Sagan. I hope that in time we won't be looking at this as a bad call but instead as the beginning of a series of efforts to enforce rules that lead to safer racing. I am not optimistic. Time will tell.
