You would think that, and when they made that headset, I am sure that was the expectation. It will stay in place for a while, but little by little the pressures of braking and the cable slowly move it sideways -- takes a day or a race or two.
Which is why the cable stop spacer has a bolt, similar to a stem, to keep it in place.

And that's before going into the specifics of the build. The rim probably has a 19mm external width, not the 23-25mm of modern Heds.

That's a good deal especially if they come with rotors and tires. A tad heavy but whatever. Keep in mind iron cross is not for Road tires; low max psi. There are different thru axle standards, make sure they fit (although I think stans is convertible to most standards)
