Ahh yes - We were testing out only allowing certain members to create new discussion threads so we drive more traffic to the discussions that already exist. I turned it back on for members. @mugwump let me know if you see it now

I am hoping to add something to the "training" section.  Seems like I can only add announcements.  Is that correct?

they said it seemed like a draft comment you wrote was causing the issue. A freak bug to be honest
