There may be valid reasons, but the gap happens when you say "I wont take the test" which makes it hard to excuse anything else as just a made up reason to avoid it.

To be honest after the Russians proved the samples can be tampered with I don’t understand how anyone at WADA or USADA still has a job. 

My takeaway was if they're testing her 5 times it means she's triggered something that warrants closer monitoring. USADA's statement suggests as much.

I do wonder if these type of races -- the Tour of Utah, or Vuelta a Colombia, mid tier, but still very prestigious -- have fields that are wider than usual. Specially as road cycling looses steam worldwide.

With wider fields, talent or form or doping is easier to notice. Here's hoping for talent/form.

Kuss raced for Rally last year. Not that any team is a guaranteed safe haven from doping, but Rally management seems to try pretty hard to stay away from dopers.  I've long wondered about their embrace of Tom Zirbel though--but he joined after his Euro dreams were dashed and his suspension served.

I don't think *any* team is a safe haven from doping, to be honest. It's easy for a team to incentivize it but much harder to quash it.
