While I agree for many reasons (bottles are publicity or proof of crime, depending on what happens), I've heard that fans seem to get every loose bottle.  When Charles Pelkey was writing for VeloNews, doing the play-by-play thing from on site (before you could get feeds online), he once took his son along to the Vuelta.  One day they drove a stage behind the race and didn't find any bottles or clothing on the road.  

sure..., more often than not that's probably what happens, it's not the road I worry about... we see the same races, bottles are at times thrown down the mountain or right into the forest trees, no way anyone will find them.
