I actually like contador: save the derogatory language...his salute is crap though, i agree.

using local races that lack deep results mean you can't get pack finishes
the definition of pack finish was liberalized about 2 years ago, so most people could get it in most races.
the changes essentially make cat 3 the new cat 4 as without the time limit...
I don't like moving people up without results. dangerous, but not in my hands anymore.
as for 3-2 it doesn't make sense in competitive terms, but if someone who pluigs away with a result here and there for a couple of years can accrue points - then they choose to upgrade, but are then faced with being uncompetitive, unless Cat 2 is the new 3! the rub is automatic upgrade if you accumulate enough points! of course, the races still need to qualify for distance and size.
2-1 won't happen as a gradual process though - wait, the cat 1 upgrade guy is actually quite liberal.
the overall effect is to force people up a category, but the racing won't change.
what was needed was cat 6 or cat 4 / cat 4 masters... Jules' 3/4 masters is probably a good way to go.
