The French?  The French who had Jeannie Longo running wild for 30 years on the women's peloton....this is too rich:

Ferrand-Prévot, who will also compete in mountain biking in Rio, insisted that she would not have been treated similarly by the French cycling federation had she missed three tests.

“If that happened to me I’d be told: ‘Pauline, you’re not going to the Games’,” she said. “The rules have to be respected, otherwise it’s a free for all.”

Oh Pauline....silly girl....do just a little bit of research.  So Jeannie Longo missed 3 doping tests leading up to the 2012 Olympics...her husband bought EPO for "his" personal use...and at the young age of 52 she won the French TT Championship by 1:40 (on a 24K course)

On the heels of this...The French Cycling Federation said this: 

"There was no penalty for her. The other problem is different: it is the problem of her husband. Her husband was indicted for the purchase of drugs, for personal use from what I read in the press. (Longo) needs to try to go the Olympics. She is a competitor and will fight."

The amount of doping in any sport is linearly related to the money to be made.
The correllary to Jules statement: The effort to cover doping is the square of the money related to the money to be made. 

Look at the fact that only cyclist names were revealed in Puerto, but there were hundreds of names most probably from Inter Milan and Barcelona FC that were never revealed.
