Yes, we need to educate pedestrians, but that's not where it stops: We need to educate everyone. The idea that pedestrians are somehow less behaved is ridiculous.
There's something else that this article and their kind tend to miss: Normal human behaviour.
While we can all be more courteous, safe and aware, the way people run on the path, or walk in the Brooklyn bridge, is the natural way people would jog or walk there. It doesn't matter what the written rules actually are.
Sucks for us, yes. But in many of these instances, on bike path/trails, it is up to us to adjust our riding to fit the environment.

in NYC if you're charged with a non-serious criminal offense you are likely to get a "desk appearance ticket" telling you to appear in court in anywhere from ~1-3 months. until then there is no real publicly-searchable charge, maybe that's what happened?
