"we'd like to keep him..."  translates to "he's going to want more money than we're wiling to offer next year, and he can't help youngsters if he's always getting injured, skipping races and training by himself."

FWIW, the bronchio-dilating effects of "rescue inhalers" like albuterol typically on last for about 2 hours, so it doesn't surprise me that in these longer stages that riders would have to take a mid-race puff here or there.

Yes Jules...jamming an inhaler in your cake hole before a climb is trivial and totally not suspicious.  I'm sure the UCI confiscated the inhaler to check what was in it.  I suspect it was all a diversion.  The real slight of hand occurred when he reached into his back right pocket...
