If Bahati is right about the crash, no, it's not legal.  Unfortunately, it's hard to tell from the vantage pointsgiven, and that's the big danger.  To me, it looks like Keogh crossed the line into illegal actions, but images can be deceiving.

If so, pretty bad piece.  The only relevant info, that Bahati was wrongly suspended, is hardly explained.  There is no discussion about what he did, and whether or not the actions taken by USA Cycling were out of the ordinary or merely following procedure.

what i read of that  piece argues poorly and doesn't convince.  invidious discrimination seems unlikely. but it's not a new topic and it deserves attention.  there's something on the NPR website about it from 2006...http://www.npr.org/templates/story/story.php?storyId=5529555

i have to go there later to pick up rider "packets" for sunday's fred-athon.  a nearly $100 entry fee and they have the cheek to make you go to the ass-end of nowhere so that you can get marketed at in a massive tent.

i can just see those skiers falling into the peloton...
I was there that day at Romandie. My wife and I saw it at the top of the Col de la Croix and then the finish. There was the breakaway of miserable looking guys, and then a few minutes later a boring Sky-controlled peloton of miserable looking guys. Actually, looking at that shot you posted, I'd guess I was only maybe a hundred meters away from that scene. I was bummed that, thanks to the heavy clouds, there was no tv news coverage on the mountain because I was wearing my KCC hat. I was hoping to post a shot of me there. And then, at the finish, I was just out of the tv shot of riders crossing the line. Oh, well. But the weather the following day was beautiful, good enough for a nice hike through some alpine woods. Here are some shots I took on the mountain and then from Diablerets:
