There has to me more to this story.
He has a longtime history of doping and was on italian teams but it seems that because of his age, nobody wanted to give him a second chance in europe. Danilo di luca was given one perhaps because he has a palmares and hes italian and look what happened...

Fast Freddie. So I don't know about his doping history, but you know, guilty by association.

He along with Chris Horner, brothers McCormack, a beast of a sprinter named Trent Klasna  was on the uber-dominant Saturn Team from the 90s and given what we know today, it's hard to believe those guys were clean. Also early 90s on the US National Team, and that place has always reeked of dope.

Right before he left Europe. where he was last on the Belgian team Lotto, he was still pretty much one of the best lead-out guys in the business.

Then, Rock Racing aside, he basically started to fade away like a lot of pros. He has a foundation where he helps kids, he jumped in local California racing. Now he's back...

Which is funny, because as I was looking at the start list of Nationals, I was thinking, why in the world would Rodriguez bother with nationals, it's got a 13 minute climb in it, he's got no shot! He should be at Somerville!

Back when the US Crit national championships was held in Downer's Grove, IL, I remember lining up for the Pro 1/2 Saturday night tune up for the big pro championship race on Sunday, looking up from my 1/2 praying leaning over the bars, looking to the right and seeing Fast Freddie next to me. And I'm all like, "yo, this shit just got REAL."

FWIW There is some interesting research (can't find it now but Science of Sport has the link) showing that benefits from steroid use last a lifetime - effectively raising the potential "ceiling" of an athlete... further complicating the issue of lifetime bans.
